which government agency I should complaint regarding retirement plan roll-over from former employer?

Read the terms of the plan! It’s quite possible they have months & months to roll the money over, and that when you enrolled you signed a document that said so!

read the details and see what it says about rollovers — by the way i would roll it over to an individual account and not to another company!!!
